Surcharges, commissions and taxes are separate
A surcharge raises the total and may itself be taxable. A commission comes off what the agent owes. Tax is calculated on a base that depends on the first two.
Flat or percentage
A fuel surcharge as a rate per kilo, an express premium as +5%, a dangerous-goods charge as a fixed amount. Each charge carries its own arithmetic.
Validity window
A charge either runs for a set period or has no expiry.
Scope
A charge with no airline set is global. A charge tagged to a carrier applies only there.
